restrict app visibility to just specific users

I am developing an app as a consultant and want to publish the app to only be seen by authorized users. The usual path with certification results in the app being visible to the public. Is there a method to publish only to specific users or perhaps only to specific amazon accounts? I understand that account linking allows only users with authorization logins to access the app, but I would like to specify who is able to even see that the app exists.

I'm assuming that you are talking about a mobile app, not a skill for the Alexa Skills Kit? You probably want a different forum for that question. If you are talking about an Alexa skill, though, then the answer is no - there's no way to restrict visibility in the "skill store".

The closest you can do to what you want is to add in additional e-mail addresses as co-developers. Then they will see all of your applications. There's no permission restrictions, though, so they will also be able to change all of your applications.
