Developer API Access?

Hi, I'm developing a new application for the Windows desktop platform, how can I get access to the Cloud Drive API for development purposes? I see that there is a process in place for already existing apps that use the API to get white listed, but how does one go about building new apps? Surely I can't write code and hope that it works for the approval process, I must be missing something. Thanks,
