Cloud Drive API Usage

I'm looking to use the cloud drive API primarily for personal use (writing software to upload my files, keep track of changes, etc.). But it seems the only way to use the API is to register my 'app' with Amazon and get an API key and security whitelist. I suppose this isn't that big of a deal as I can just register my app and use the API without necessarily posted my app for approval other than the fact that it says there are development 'rate limits' on the API that are present until the app is approved. Does anyone know what these rate limits are? The website and documentation doesn't seem to elaborate on what the limitations are until the app is approved. That being said, since I'm really only writing a PHP wrapper for the API, would that be something that is easily (or at all) approved to get my rate limits removed? Thanks in advance.
