Content Ratings of Apps using Mobile Associates API [Google Play]

From the Mobile associates home page. "In addition, the Mobile Associates API may not be incorporated into mobile apps that are directed toward children under 13 years of age, as defined by the Children's Online Privacy Protection Act (COPPA) and any regulations promulgated thereunder.". 1. Does this mean that apps using Mobile Associates API must make sure that they are rated 13+ irrespective of the app store from which they can be downloaded? 2. If apps must be rated 13+, how do I specify the ratings explicitly in Google Play store that this app is rated 13+? I am asking this here because, with new content rating questionnaire in Google Play, I always get my app rated as 3+. There is no way to explicitly specify my apps rating as 13+. If that is the case I might not be able to use mobile associates API in my Google Play Store version. If I can't use mobile associates API in my Google Play Version, I also find no incentive to publish my on Amazon appstore. It was because of mobile associates API that developers like me are willing to publish apps on Amazon appstore. Thanks
