Why does Amazon Mobile Ad Network serve ads only to U.S. users?

Most other ad networks serve ads to non-US users. For developers with non-US users that means they would have to programmatically determine which geography they are in and then decide which ad network to use. That is extra work for the developer, so why does Amazon Mobile Ad Network serve ads only to U.S. users? >>> Thank you for writing in. Amazon Mobile Ad Network serves ads only to U.S. users. It seems your app's Ad requests are coming from non-US customers, which will not be shown in metrics.

Probably internal operational reasons. Keep in mind that it's still a relatively young venture. You should always have some kind of mediation or backfill in place. If ad network A can't fill your request for whatever reason, you should query others, until you can display an ad.
