Interstitial Ad - Always returning NO FILL, but Banner Ad working

I'm running the sample Interstitial ad, and using ANY of my 5 apps, it always returns [1] below. The same app-id works properly when Amazon Banner Ad is used. I have tried this over and over again, and still same issue [1] InterstitialAdSample﹕ Ad failed to load. Code: NO_FILL, Message: Server Message: no results. Try again in 10 seconds PLEASE HELP
