Fill Rate is extremely low in Germany

The fill rate is less than 3%. Most users are from Germany. What is happening here and how can we resolve this issue? I already contacted the support twice, but got no reply (I waited more than one week!). The situation is very frustrating, since the app is in the top 100 free android apps. I've looked at your developer account and nothing seems out of the ordinary. The Amazon Mobile Ad Network is comprised of many advertisers and publishers. Various advertising campaigns move through the network which can result in a fluctuation in your monetization. Fill rates may differ from country to country depending on active campaigns.
