Failed for IAP items

We have our initial app submission being failed for IAP items not showing up in our shop. We followed the instructions for testing on https://developer.amazon.com/public/apis/earn/in-app-purchasing/docs-v2/testing-iap-2.0 and everything has been working fine for development. We then also put the app on Live App Testing and that appears to also work for our testers. Each time we officially submit we're failed for IAP items not showing up. All of the items in our IAP list are marked as Live. What is the difference between when we use Live App Testing to test our app and when the app is In Review?

We had also put in a ticket using that link you provided some time last week and have heard nothing. I'll put in another ticket, but this is really hamstringing us right now.
