getting API on a game that has no in app purchase?

this is odd, my game has no "in app purchase" once someone has brought it they should have full access to the game. i'm wondering why i'm getting this message and if there is going to be problems with selling the game?

You can definitely make a Paid game without In-App Purchase, and distribute it on Amazon Appstore. But before that, you need to input your payment information and finish the tax interview. Please check https://developer.amazon.com/settings/payment.html and https://developer.amazon.com/taxinterview.html. Also, what exactly is the message you've got?
