Tax return on revenue I made from before?

I did not find any info about the following question in the FAQs: After the new reduced rate is applied (in my case 0%), will I get a tax return on revenue I made from before? If so, when does this get sent to me? I'm german resident since I was born.

Hi Emma, Thank you for writing to us and sorry for the delay to respond. Unfortunately, we are unable to refund amounts withheld from payments that were issued to you prior to your submission of a W-8BEN, as the withheld amounts have already been remitted to the IRS. We recommend consulting a tax advisor for guidance on how to file a US tax return, at which point the advisor could determine if you are eligible for a full or partial refund on those amounts.
