Latest Version Not Downloading from App Store

In the developer console, under Current Version / Binary File(s) I see that it shows the latest version 3.1. On the App Store listing on the Kindle, it also shows that the version is 3.1. However if I download it from the app store and go to Installed Applications, it shows that it is version 1.14, which is also confirmed by looking at the app itself. Why is an old version downloading from the app store? Also, if I click bottom button on the app store and select App Updates, it shows there are no updates.

I figured out that my app was not approved for 2nd gen Kindles, which is what I have, so somehow I was downloading the old version.
