Can't create new live app test

Everything was working fine for me until just now. I just ended my first live app test on a new account and now I can't create a new one. This appears to have happened before in February and was resolved at that time: https://forums.developer.amazon.com/forums/thread.jspa?threadID=4794&tstart=0

This appears to have fixed itself. After a few hours, when I logged back into the dev console, my test that was previously marked "Ended" was shown to be "In Progress." I was then able to end it again and create a new test.
