App rejected because of SDK version

We've had our app rejected because: [i]It does not install on Kindle Fire. This app requires a higher Android SDK version than what is currently used to develop for Kindle Fire. Kindle Fire uses Android 2.3.4 - API Level 10.[/i] I've triple checked the minSdkVersion and it's set to 9 (2.3) so I can't see what the problem is. Has anyone else had this issue?
