Hi. This work via account linking. The echo isn't able to directly communicate with other devices on your network, but it is able to communicate with cloud services (like TP-links') that do. These skills work via account linking where you associate your TP-link account with your echo.

thanks for the response, but what about the new Echo Plus:

The new Echo Plus is set apart, though: its abilities double as a smart home hub, one that connects to various wireless protocols to set up and control connected home gadgets and appliances

Doesn't the Echo Plus do a search for devices to connect to ? If this won't work, please explain why

The Echo plus can communicate to Zigbee devices. Contact wwaa@amazon.com if you want to integrate with that hub.
