I've submitted an Alexa skill for July (07-13 to be exact) and promotion form was submitted the same day. Did not receive any updates from Alexa team. Raised a support ticket and still no response from them (even after second followup).

Same here. I've also attempted contacting them over Twitter. They pointed me to the support form, yet no one is answering the support form.
Update on this : Received an email from support team a couple of days back mentioning Alexa Marketing team will contact me. Looks like it is back in same situation again - no responses.
Good news! Received an email yesterday mentioning skill is qualified for July promotion and echo dot/dev swag is on the way. Now waiting to see if it arrives.
