Can users make a recording

I want to make an Alexa Echo Show skill let users make recordings of themselves to be able to access later. Is this possible?

This is not possible.

Amazon will advise that you should submit a feature request for this (or find an existing one and lend your support).

They will also suggest you keep an eye on the developer blogs for feature announcements and the like.
