I'm not familiar with the Over app, but here's a few things to try... if possible, open png in another program, verify it's 4500x5400 pixels, 15x18 inches, 300dpi, and max 25mb. If that's good, try uploading png using a different browser and/or computer if you can. If that does not work, try creating a new png in a different program if it's available.

I am having the same issue. My file is correct in size and mb Amazon just says bad dimensions I've uploaded 6 designs using over with no issues but about 2 weeks ago I started to get this error I can't use photoshop or illustrator yet I'm still learning so my designs have stopped due to this issue

I don't know what you're using to upload (phone, computer, Apple or ...?) but on my Mac, Chrome browser, sometimes I upload the file, it says "saved" or "success" (can't remember) but the "next screen" button stays grayed out. Sometimes if I click around on the page at random, it wakes up and I can click it. Otherwise, I might sometimes have to close the window. In my "manage" tab, I will see a draft shirt, no title. I can choose that shirt to Edit, and proceed with the listing.
