Is AVS capable for smart home skill control?

I'm a little confused about the way smart home skill acts in AVS, as I've a Hue bridge and device and when I say "discover devices" no one device seems to be found. Is any other infrastructure there that is needed in order to make suitable AVS to control my device (just like Amazon Echo)?

I've found this document which examines how to connect via AWS IoT, but it seems not to be related to the smart home skill strategy: https://developer.amazon.com/public/community/post/Tx3828JHC7O9GZ9/Using-Alexa-Skills-Kit-and-AWS-IoT-to-Voice-Control-Connected-Devices. Is it related to the smart home skill strategy?

Local smart home discovery is not currently supported by AVS, but it does support discovery via linking with a cloud account. Belkin and Philips are 2 brands that need local control, but most others should work.

Once you installed AVS client on e.g. you laptop, you should be able to use the AVS client just like the way you use Echo. As this page Connect a Smart Home Device to Alexa explains, you either connect to a device via skill or discover without skill. So if local discovery is not supported by AVS as @Eric@Amazon suggested, maybe try enabling the Hue skill on Alexa Skills store or Alexa app?
