Issue - Better suited for Kindle Ebook Store

I submitted my application and was told:"We believe your content is better suited for publication on our Kindle eBook store. Please submit your content at Kindle Direct Publishing" I want to ask if it would be possible to appeal this decision. The App is designed to be a portal for Bawurra Foundation to share Indigenous stories and custom as part of a project to improve Indigenous literacy levels in Australia. Direct publishing would go against sacred law and against the wishes of the elders involved. As part of this project, our App; BawurraLibrary needs to be remotely updatable on all the kindle fire devices that we gift to participating schools.

1) There is a feedback link you can click to communicate with the cert team. If you search around the forum a bit you should be able to find it. It's an annoying and awkward way to do it. But it's an improvement of the previous state of "you can't". I've used it a few times and they have, occasionally, seen reason. (Which is also a big improvement.) 2) When you e-publish a book, and later update it, the updated book is automatically downloaded to the devices that have it. (Or, I think, the user may be notified that an update is available.) I don't know if that makes e-publishing a viable option.
