got INVALID_SENDER on onRegistrationError

Hi. I'm testing ADM on LAT. but I got the error below. ADM Error INVALID_SENDER - Unable to parse API Key for package '[package name]'. Did you forget to embed it?

I created api key and put api_key.txt in asstes. I configured 'Device Messaging' in developer console.

I don't know what went wrong. please help me, thanks :)
