Luna - Unable to upload build through CLI

Hello, I am trying to upload first build of my Luna game. I have successfully run solstice.exe init, logged into my developer account, made sure vendor ID is correct. I also created minimum recommended luna.config.json. When I run solstice.exe build upload_v2, all the files from my build directory are added through the script, however I receive an error message:
API call to https://tgs.amazonsolstice.com/v1/games/my-game-id/builds has failed with '403 : {"Message":"User is not authorized to access this resource with an explicit deny"}'
My account has developer permissions.
How can I fix this issue?

I am aware the topic space I selected may be incorrect, however there are no Luna related spaces available.
