Why am I getting Live App Testing Unavailable on approved app

Why is my app unavailable in the marketplace for testing? This is the message I get:

Live App Testing Unavailable

This test app you are trying to access is currently unavailable. The developer has either ended the test, or the allotted number of test participants has been reached.

I have not ended testing or reached any limits.

How do I resolve this?
