Lamda hosted on AWS is executed only for the skill owner but not for other users. Why?

I've made a smarthome skill (on account user1 on developer.amazon.com) with lamda hosted on AWS (under another account user2 registered on AWS). The skill works well for me (user1), but it does not workfor other users in Beta test group (my skill is not yet published).There are no logs in lambda when other users are doing Discovery. Looks like there are some permissions issues and the lambda is never invoked for other users than user1.

ARN of the lambda is linked in the skill. The skill ID is added to trigger source and to permissions as Smart Home source.

How to solve it? Is there a step by step guide about permissions?
