Cannot Obtain ClientID, No Security Profiles

I am following the documentation for creating a list skill. Everything is doable up until I reach this instruction:

Go to https://developer.amazon.com/home.html. Select Settings > Security Profiles. In this list, search for the same SkillId that you copied. Click on this SkillId, and select Web Settings. Copy the ClientId value.

My Security Profiles page is completely empty. I tried creating a new profile but there was not an obvious way to link it to my skill. What am I missing here? Should I be following different instructions?

Try following this tutorial and only stick to creating a security profile part. I know this is for account linking, but creating security profile should still work for you.

You could also try the these docs. They relate to SMAPI, but there is some security profile stuff in there too.
