Kindle Fire 7 (7th gen) Won't Connect to ADB

I am trying to connect my Kindle Fire to ADB. I followed the guide: Connect to Fire Tablet through ADB. Only the ADB command line works. I have done everything the guide says. It doesn't give me a prompt like, "Allow USB debugging?". The driver doesn't install. It says,"The folder you have specified doesn't contain a compatible software driver for your device. If the folder contains a driver, make sure it is designed to work with Windows for 64-bit systems." I have tried different USB ports. That doesn't help. I tried to add 0x1949, but it says you can't edit the android_winusb.inf file without the owner's permission. Nothing seems to work. Any help appriciated.
