Can't submit a new design

I'm trying to upload a new original design, the third one that I did for this platform, fill the fields, choose the clothes where this design is going to appear, and when finish, the REVIEW button is not active. I did this about 3 or 4 times and nothing happens with the REVIEW button, so I can't send my new design. What I'm doing wrong?

You also have to make sure you haven't gone over the limit for the day.

Check how many slots you have available in your dashboard.

I have been unable to submit a design since this new process was initiated; plenty of slots available. That's not it
