New Fees - Royalties go up as you sell more shirts?

There is wording now when you set the t-shirt price that says "as you sell more t-shirts, your royalties go up." Can someone explain this? Is this just the stated obvious or is there something that hasn't been explained like the 15% will go down as you sell more shirts?
