How to Create a SetIndicator Directive for Notifications

I'm creating a skill and I would like it to trigger the SetIndicator directive so that the Alexa ring lights up. Is this functionality available to developers?

In this late 2017 blog post, it said that notification functionality for the ASK would be added soon. However, I cannot find a way to do so.

The Notifications API has been renamed to Proactive Events API in the ASK.
