Stuck at https://developer.amazon.com/registration/payment.html with We are unable to collect your payment information at this time. Please try again at a later time or contact our support.

Hi,

I'm trying to register a developer account and when I get to this page:

https://developer.amazon.com/registration/payment.html

I select both answers No and after pressing Save and Continue I keep getting the following message:

We are unable to collect your payment information at this time. Please try again at a later time or contact our support.

Can anyone please suggest how this can be fixed?

I've tried chrome, firefox, and IE (the newer one).
