How do I link Amazon Drive and Amazon Photos to clean out duplicates?

My problem is I have created hundreds of duplicate photo files which I want to delete. I know I can do this manually but its a pain. I have downloaded all the photo files from my Drive account, deleted them on Drive then re uploaded once cleaned up - so far so good! But on Photos I cannot figure how to bulk download and I'm confused as to why the two are separate, I thought Drive and Photos were linked (same Prime account). On Drive I have 8,000 photos and 0 videos but on Photos 18,000 photos and 369 videos so they are occupying different space. Ultimately I just want one repository with no duplicates, I can clean things up easily on my laptop any ideas how I can do this?
