What's the official answer to "Can I have an utterance with only slots in it"?

Hello,

I would like to know if utterances can only have slot's defined in it? I did find this questions was asked back in 2016. But it does not look like it has been answered. What is the official Amazon response to this question.

"Alexa, give me a list of Los Angeles Restaurants => give me a list of {CityName} {LocalBusiness}
