Echo Plus ZigBee Communication - No Cloud?

Hey guys. I want to make sure I am not going crazy. I am working with an integrator for our company and he is claiming we can develop a skill for our zigbee devices. The problem is our devices are not cloud connected. I have a cloud service I can use, just not access to the devices from that cloud.

Maybe I am reading outdated docs, but I do not see where an Echo Plus can send it's own zigbee commands through a skill. So in your experience, is it possible to add zigbee devices directly to an Echo Plus, and have a skill control them with utterances without the devices being cloud connected anywhere else?
