Are contents of household list considered personal information?

I'm developing a skill directed to children and would like to add the ability to add items to the to-do list. This requires both read and write permissions to household lists. Is this type of access considered as collecting personal information? (In my view, yes.) So would that then clash with the certification policy requirement for a child skill?

From the little bit of training that I've received at my company, i believe personal information is categorized as information that can be used to trace back to an individual person, such as an address, birthday, membership number, etc. I'm pretty sure you're in the clear on this one. I wouldn't worry.

Skills which require read and write permissions are considered as collecting personal information and based on our policies we do not allow child-directed skills to collect personal information. Please refer to FTC FAQs on COPPA guidelines for guidance in determining whether your skill is directed to children under 13.
