I am a none US citizen too and found this law of IRS unfair, however this is a rule set by US government and not Amazon, So each US company which sends payment abroad should withhold 30% Tax unless you fill out a W8-BEN form. You can make yourself exempt from that if you fill out correct forms and supply your information to Amazon. However if your tax is withheld, I think you can then contact IRS and ask for a refund ( after you get your EIN number and your exemption ). We didn't do the claim yet, so I suggest you to do a bit of research on that one. Hope this helps.

Actually this applies for both app sales and ad revenue. Take the above steps and you should be fine ( If you are from one of the countries listed in the above links ).

I have had the same issue last month as well as this month even though my tax identity has been validated as non U.S citizen/business/resident/other. Also last month I received an email in regards to taxes the email requested that information be provided to determine the appropriate payable amount *including or excluding the withholding fee). The following was taken from the email that I received; "The IRS requires us to ask you where your services are performed (inside the U.S., outside the U.S., or both) in order to ensure we report your tax obligations accurately. Additionally, we need to know this information to ensure we do not unnecessarily withhold taxes we are required to collect from developers who perform services in the U.S." I provided the required information and still had the withholding fee taken, I sent an email about the issue and received no response at all. 4 weeks later they sent the email again which I then responded to with the required information and once again they wrongly held the withholding fee. Pure incompetence and disregard is the only way to describe the manner in which amazon has conducted its handling of its mobile ads. I can raise 20 issues off of the top of my head that have shocked me, more if I think about it. It seems very deliberate and not solely due to incompetence. Amazon is not friendly to small independent developers. Amazon's actions have put my newly founded business into debt and jeopardy, its obvious that amazon are taking advantage when and where at the expense of the "little guys". Disgusting, I have now had to take time to start a claim in small claims court.
