can i ask the 30% withhold money back???

hi, i m out of US,but still withhold 30% from my ads earning,,i contacted the services with this problem,they guarantee never withhold from next payment, but the new payment still withhold 30%,,can i ask the withhold money back????? several days pass,,none services answer me...
