CanFulfillRequestIntent using dev skills

Alexa should look for any current skills that are in the developer console linked to the account, and always at least try to route the CanFulfillRequestIntent to those skills. If I create a custom skill that can handle a specific intent through CanFulfillRequestIntent, I want to be able to use that function even (especially!) if the skill isn't live. Not only is it important for testing, it's also important for POC work done with clients that want Alexa skills.

This sounds like a good feature request. I'd suggest posting this in our Uservoice for Alexa over here, where others can vote for it to be added to Alexa.
