"In-app purchasing not supported in your region" when making live app test

Hi: I got an prompt "An error occurred while processing your puchase. In-app purchasing is not supported in your region" when making live app testing. And this test works for the last version, but this time when we want to publish a new version , the beta test failed for this error. The Amazon client app country is set to USA.

The development team has determined that this could fail for one of two reasons: 1) The app is not made available in the country you are in (according to the client). 2) Your device's IP address does not match that of the country that the device is declared to be in. So if you set your country on the client to be USA, you will need to have a US IP address before purchases will go through. There are two options at this point: 1) Set the client country to be the local country that you are in. 2) Use a VPN to acquire a US IP address.
