Creating Sale Promotion Campaign does not work well now?

I failed in submitting a Sale Promotion Campaign yesterday. While I clicked the Submit button at the last step of Create A Campaign(app discount), the App Distribution Program showed an error message: Internal Server Error We've encountered an unexpected error. I retried so many times while I yet failed. I raised a "Conatct Us" message yesterday. But I have not gotten any response till now. Need your help. Thanks in advance.

I found that the "Internal Server Error" perhaps resulted from that the discounted price was below 0.99USD for Amazon.com marketplace. And there was not data validity check if developers logined in with IE9.
