Should Mobile ads display when device is offline like Underground apps?

Since Underground is going away, I am looking at alternative. Under test mode I noticed when I take the device offline the ad does not appear but does when online. Looking for process function similar to Underground since my app will mostly be used offline in most cases in particular Kindle Fire devices.

Amazon Mobile Ads requires an internet connection in order to serve ads.
