Pre-requirements for app elegibility

Hello team, Are there any requirement on the amount of downloads / purchases on my game app which is published on Google Play in order to be an OK TO GO for Amazon Underground program? Let's say the game app in freshly published in Google Play as a premium product with a fixed price (ad-free, IAP-free) and has 0 installs. Then, I submit to Amazon Underground program as a totally free app (same content, benefit: free app). Is it elegible still? I couldn't find any information about this in the docs. Thanks for your interest in Amazon Underground. We are not taking into consideration the popularity of your app on Google Play when evaluating its eligibility for Amazon Underground. Please submit your app for review and we will notify you of test results and program qualification once review has completed.
