Also, to help developers test their apps, the Kindle Fire Development Resources include a Kindle Fire emulator add-on. The add-on can be installed via the Android SDK Manager and is pre-configured to emulate the Kindle Fire device specifications. You can find plenty of Kindle Fires on Ebay; then you'll have your USA amazon developer account and your good. Should you need to test based on USA GEO IP then get your router enabled with VPN (e.g. DD-WRT) and use a commercial service like
www.hideipvpn.com to appear in USA or if have a MAC you can share your internet connection (VPN) via Wifi to the Kindle.
