The non-chip-on-the-shoulder answer is that it's complicated. You can't sell a shirt with, say, Beyonce's face on it, since she has a right to publicity/right to privacy and you can't profit off her image. Politicians are usually the exception, however. While a politician doesn't lose his or her right to publicity when running for or elected to office, most do not pursue any action against those selling merchandise with their name or image on it, as long as they're not using official campaign logos or anything. But that's not always the case. Proceed with caution, padawan.
