How to set location / timezone / unit details?

I have created a C# .NET AVS client (NAudio, JSON.Net, HttpMultipartParser), and can now talk with Alexa. When I ask where I am located, Alexa tells me I am outside of Seattle, in both miles, and kilometers, even though my Alexa profile on amazon.com has my location set to Toronto, Canada. She also responds with the weather in fahrenheit, and would obviously prefer my temperatures in celsius. (Will this change if I can get it to realize I'm not in the US, or will this require waiting until "en-us" isn't the only locale in the message body? Thanks, Ron
