I like to look at recommendations high to low as a sort, but often the top entries are unproven items with 1 five star perfect rating. I suggest you implement a simple weighted average the sorts items on top whose average rating times the number of ratings collected is at the top. The formula might need to be a little more sophisticated than that, but you have the data and the people to figure it out. But as its stands you'd be better off removing the average customer review sort altogether because its pretty useless as is.
