If you believe that you are ready to submit your app for testing and review, but the “Submit App” button is not enabled, check to make sure the “Release Notes” tab has a green checkmark. The “Release Notes” tab is commonly overlooked when submitting updates to apps because it is not present when submitting your app’s initial version. The “Release Notes” tab becomes enabled once you make updates (version or metadata) to your app which is already live. Submitting information on the “Release Notes” tab allows you to inform customers of the details you are submitting in this update.
